The Greek Left Solidarity Alliance (ELAS) has proposed a ‘patriotic contribution’ in the form of a 1% tax on the total net wealth of the wealthiest 1% of citizens. This proposed measure is intended as an extraordinary, non-permanent levy aimed at strengthening the middle class. To implement the tax, ELAS suggests using a property registry to track assets including real estate, bank deposits, stocks, and high-value items like jewelry.

The proposal has met political opposition. Minister of State Akis Skertzos criticized the plan, suggesting the party was confusing annual income with total wealth and overestimating projected revenues. 

Furthering the debate, SYRIZA deputy spokesperson Nikos Nyfoudis claimed that the wealth held by the top 1% of Greeks amounts to €200 billion, citing a ‘Global Database’ as the basis for the figure. SYRIZA estimates that this one-time levy could generate €2 billion as part of a larger €7.5 billion program. During an interview with ERT, Nyfoudis did not provide a specific name for the database, stating he had been reading up on the matter recently.

Critics have intensified their opposition, arguing that the opposition promotes a ‘false perception of hidden billions’ while ignoring 2024 European Union fiscal discipline mechanisms. Opponents warn that aggressive taxation could trigger capital flight, noting that previous attempts at wealth taxation allegedly drove wealthy citizens to move residences to locations such as Switzerland, Monaco, or London. Concerns have also been raised regarding the shipping sector, where approximately 50 families hold assets exceeding €1 billion, suggesting that taxing this community could cause significant economic harm.
