In late July 2026, the Greek government issued a joint ministerial decision that introduced a new, formula‑based fine system for occupational health and safety violations. Penalties are scaled by the size of the employer, the seriousness of the breach and the hazard category, with higher fines for medium‑ and high‑severity offenses such as serious injuries or unlicensed asbestos work. The regime also targets repeat offenders and administrative shortcomings.

A week later, Labour Inspection reported that the new regime was already being applied. During the first half of 2026, 41,486 inspections uncovered 8,690 breaches and generated €25.6 million in fines, up from €21.9 million the previous year. Notably, 1,695 violations involved the Digital Work Card system, resulting in €7.22 million of the penalties. The data show a rise in enforcement activity and an expanding focus on digital compliance tools, underscoring the government’s tightening oversight of workplace safety and employment regulations.
