Developments: 2. The Guanajuato legislature has been addressing various policy and structural reforms. Deputy Sergio Contreras introduced an initiative for the state’s first Mental Health Law, which aims to create a legal framework for comprehensive care, including prevention, crisis intervention, and psychosocial rehabilitation. Contreras noted that current policies are insufficient and that only 2% of Mexico’s total health budget is allocated to mental health. In separate legislative matters, electoral counselor María Concepción Aboites Sámano has urged Congress to establish clear legislation regarding affirmative action. This follows a ruling by the State Electoral Tribunal of Guanajuato that nullified previous measures intended to guarantee representation for priority groups such as migrants, indigenous people, persons with disabilities, and the LGBT community. Additionally, the Commission of Governance and Constitutional Points approved a reform to prevent the state Executive from stalling approved laws. The proposal would allow the local Congress to order the immediate publication of a law in the Official Gazette if the Governor fails to publish it or provide observations within ten days. ## Timeline ### 2026-10-27: Guanajuato legislature debates electoral rules and executive powers Guanajuato officials are pushing for legislative clarity on affirmative action and reforms to prevent the state Executive from delaying the publication of approved laws. 2 sources. https://clstr.news/cluster/guanajuato-legislature-debates-electoral-rules-and-executive-powers ### 2026-10-17: Guanajuato legislator proposes first Mental Health Law Deputy Sergio Contreras has introduced Guanajuato's first Mental Health Law initiative to establish a comprehensive state model for prevention, treatment, and social inclusion. 2 sources. https://clstr.news/cluster/guanajuato-legislator-proposes-first-mental-health-law --- Cite as: Guanajuato legislative developments.
