Initially, the administration announced an ‘Open State Policy’ supported by the United Nations Economic Commission for Latin America and the Caribbean (ECLAC). This policy seeks to foster transparency and a culture of ‘co-responsibility’ by making public information accessible across the Executive, Legislative, and Judicial branches, as well as municipalities and civil society. Following this, the Governor outlined an economic strategy focused on transitioning the state toward advanced manufacturing and high-value technological sectors. Highlighting the deep economic integration with the United States—noting that bilateral trade reached approximately $47.7 billion in 2025—the state aims to strengthen local participation in global supply chains. To support this, Guanajuato is leveraging its logistics infrastructure and geographic position to connect local companies, many of which are micro, small, and medium-sized enterprises, to international markets. ## Timeline ### 2026-09-23: Guanajuato targets advanced manufacturing and tech investment Guanajuato Governor Libia Dennise García Muñoz Ledo announced plans to attract advanced technology and manufacturing investments to strengthen bilateral trade with the United States. 3 sources. https://clstr.news/cluster/guanajuato-targets-advanced-manufacturing-and-tech-investment ### 2026-09-07: Guanajuato Governor announces new Open State Policy Guanajuato Governor Libia Dennise García Muñoz Ledo announced a new Open State Policy, supported by ECLAC, to expand transparency across all government branches and civil society. 5 sources. https://clstr.news/cluster/guanajuato-governor-announces-new-open-state-policy --- Cite as: Guanajuato state governance and economic development.
