Initially, authorities updated construction sector administrative procedures, including timelines for issuing and converting construction practice certificates and licenses for foreign contractors. This coincided with the launch of a digital transformation plan for late 2026, aimed at promoting a digital government, economy, and society. Following these updates, the city introduced a broader science and technology development plan for 2026–2030. This strategy seeks to establish Hanoi as a regional hub by fostering a ‘Make in Hanoi’ technological product ecosystem and increasing R&D investment. The plan also includes integrating digital technologies, such as AI and IoT, into the agricultural sector to improve traceability and rural productivity. ## Timeline ### 2026-10-02: Hanoi launches strategic science and technology development plan for 2026–2030 Hanoi has unveiled a 2026–2030 strategic plan to become a Southeast Asian tech hub, focusing on R&D investment, 'Make in Hanoi' products, and digital transformation in agriculture. 4 sources. https://clstr.news/cluster/hanoi-launches-strategic-science-and-technology-development-plan-for-20262030 ### 2026-09-27: Hanoi updates construction procedures and launches digital transformation plan Hanoi is updating construction sector administrative procedures and launching a city-wide digital transformation campaign for October 2026. 2 sources. https://clstr.news/cluster/hanoi-updates-construction-procedures-and-launches-digital-transformation-plan --- Cite as: Hanoi digital transformation and technology development.
