The Hanoi People's Committee has implemented new regulations for managing parks, greenery, and water surfaces through Decision No. 143/2026/QD-UBND. Signed by Chairman Vu Dai Thang, the regulation prohibits the planting of 18 specific tree species in public spaces and streets to mitigate various risks.

The banned species include plants that pose health risks due to toxins, such as Nerium oleander and Strychnos nux-vomica, as well as those with addictive properties. Other exclusions are based on physical hazards, such as large thorns or brittle branches prone to falling during storms, and species whose falling fruit or seeds negatively impact street sanitation. For example, the soapberry tree (Sapindus mukorossi) is prohibited due to toxic substances in its fruit that can cause irritation or digestive issues.

To manage existing greenery, authorities are tasked with developing plans to gradually remove and replace unsuitable trees. The city has also established a list of 33 approved species for urban streets, selected for their shade, storm resistance, and aesthetic value, aiming to create distinct identities for different urban areas.
