The Huelva City Council initiated new measures to address homelessness by announcing the creation of a Municipal Office for Attention to Homeless People. Located in the Gota de Leche building, the office was designed to coordinate resources and manage new facilities to ensure individuals do not remain on the streets when assistance is available.

Following this announcement, the Refugio Nuestra Señora del Rocío was inaugurated through a partnership between the Huelva City Council and Cáritas Diocesana de Huelva. This new shelter provides 15 places for men and women, offering overnight accommodation, meals, hygiene facilities, and social care services intended to facilitate social inclusion and connect residents with broader social resource networks.
