Initially, coffee producers requested that the National Congress expand the Agricultural Financial Relief Law to include obligations held with the Fund for the Business Development of Agricultural Professionals of Honduras (Fodepah) and other funds managed by the National Agricultural Development Bank (Banadesa). Producers cited labor shortages, rising costs, and market conditions as primary drivers for seeking debt readjustment and refinancing. Subsequently, discussions regarding economic support expanded to include tax reform and energy initiatives. Proposals were made to eliminate the 15% sales tax on Honduran-made products to improve competitiveness against imports. Additionally, the government entered negotiations with the Brazilian company Be8 to establish a biodiesel processing plant. This project aims to utilize soybean cultivation across 200,000 hectares, potentially creating 100,000 permanent jobs and reducing reliance on imported hydrocarbons through a proposed 5% biodiesel blend. ## Timeline ### 2026-10-07: Honduras explores tax relief and biodiesel investment Honduras is considering tax relief for domestic products and negotiating with Brazil's Be8 to establish a biodiesel plant to boost agriculture and energy independence. 8 sources. https://clstr.news/cluster/honduras-explores-tax-relief-and-biodiesel-investment ### 2026-09-29: Honduran coffee producers seek expansion of agricultural financial relief Honduran coffee producers are calling for legislative reforms to expand financial relief benefits to include debts held with Fodepah and Banadesa amid rising costs and labor shortages. 7 sources. https://clstr.news/cluster/honduran-coffee-producers-seek-expansion-of-agricultural-financial-relief --- Cite as: Honduran agricultural and economic development.
