The event is designed to raise funds for the construction of a new nursing home facility intended to support elderly patients with severe dementia and individuals in a vegetative state.

Director You Jia-ci reported that while the planned six-story facility has reached the fourth floor of construction, the project faces a significant funding gap. The total cost is estimated at over 500 million TWD, but current fundraising has only reached approximately 100 million TWD. The carnival is being held in cooperation with the Hualien County Cultural Affairs Bureau and includes incentives such as a lucky draw for attendees.
