Following a scandal at the Plenitud crematory, where 386 corpses were discovered that had not been cremated as intended, officials began developing new inter-institutional protocols to harmonize criteria for funeral services, body transfers, and burials.

In a separate effort to manage forensic facilities, authorities have proceeded with the burial of 117 unidentified or unclaimed bodies. These remains belong to individuals who died between 2019 and 2025. This action brings the total number of individuals buried under these circumstances to approximately 560 during the current Chihuahua state administration.

Héctor Manuel Jacob Hernández, a forensic coordinator for the Northern Zone, explained that these burials are a temporary measure driven by public health concerns and the need to prevent overcrowding. He noted that burials are authorized only after necessary studies are conducted to preserve information for future identification. The high volume of unidentified remains is attributed in part to the city’s large floating population, which includes migrants and residents from other Mexican states.
