Human rights concerns regarding the Nicaraguan government have expanded from domestic detention issues to allegations of transnational repression. 

Initially, the Inter-American Commission on Human Rights (IACHR) sought expanded protection for former Sandinista commander Bayardo Arce Castaño, who is reportedly facing “extreme gravity and urgency” due to poor conditions and lack of medical care at the Jorge Navarro prison. 

Subsequently, the IACHR issued precautionary measures to protect ten Nicaraguan exiles in Costa Rica, including journalists and an environmentalist, citing risks to their lives from the Ortega-Murillo administration. Additionally, exile organizations have petitioned Costa Rican authorities to prevent the deportation of Carlos Calero Hurtado, citing the principle of non-refoulement to protect him from potential torture or disappearance if returned to Nicaragua.
