Pham Huu Quang, a 30-year-old resident of Hung Yen, has personally funded and installed 200 life jackets on various bridges across the province to assist in drowning prevention.

The initiative was motivated by the death of Lieutenant Colonel Tran Van Tung, who drowned on September 12 while attempting to rescue someone from the Tra Ly River. Quang, who has four years of volunteer experience, selected life jackets over traditional buoys because they are more cost-effective and easier for both victims and rescuers to use.

To prevent theft, the jackets are secured to bridge railings and include messages such as ‘Life jacket, please do not steal’. Quang has declined external donations, stating he prefers to fund the project entirely through his own resources.
