Hungary is implementing strategic energy policy reforms to bolster economic competitiveness and address declining investment ratios.

In late September 2026, the government announced plans to restructure its Energy Efficiency Obligation System (EKR). The reform aims to create a more transparent framework by increasing oversight and sanctions to prevent abuse within the existing model. The updated system, scheduled for implementation on January 1, 2027, will prioritize industrial energy reduction and support energy-poor residential households.

By October 2026, the government’s energy strategy expanded to include large-scale renewable capacity targets to counter economic volatility and low investment. Deputy Minister of Energy András Tóth announced a strategic shift toward wind power to reduce dependence on energy imports and lower electricity costs. The government aims to increase installed wind capacity to 4 GW by 2030, with potential growth exceeding 6 GW by 2040. This represents a departure from previous policies that focused primarily on solar energy.

To achieve energy autonomy, the plan includes developing at least 3 GW of energy storage capacity by 2028. This is intended to mitigate the issue of exporting cheap solar energy during the day and importing expensive electricity at night. Additional priorities involve extending the lifespan of the Paks nuclear power plant and strengthening carbon-free production. These reforms are also linked to fiscal goals, specifically reducing the national budget deficit to 3% of GDP by 2030 to support potential Eurozone accession and align with European Union directives regarding Russian gas imports.
