In late July 2026, the Hungarian government introduced fiscal measures to ease household costs and simplify tax regimes. On 28 July, Prime Minister Viktor Orbán announced a reduction in the value-added tax (VAT) on firewood from 27% to 5% to support approximately 1.5 million low-income families. Finance Minister András Kármán noted this should save households about 24,000 HUF annually, despite a 15 billion HUF loss in state revenue.

A broader reform package on 31 July abolished the carbon-quota tax and relaxed retail-tax aggregation rules. Several other taxes, including the immigration surcharge and municipal tax, are slated for removal in January 2027.

By early September, the government formalized the Social Firewood Program, doubling its budget from 5 billion to 10 billion forints. Under new decrees, 100 percent of state-owned forests and budgetary bodies must sell firewood—including logs, brushwood, and compressed products like pellets or briquettes—at net prices established on January 1. The program uses a tiered subsidy system based on local unemployment: municipalities with high unemployment can receive up to 23,000 HUF plus VAT per forest cubic meter of high-caloric hardwood, while others receive 21,000 HUF plus VAT. Because the sale price cannot exceed the subsidy, residents in participating settlements will effectively receive firewood for free. The 5% VAT reduction is scheduled to take effect on 15 September.

Implementation concerns persist. Former Agriculture Minister István Nagy has noted that state forest enterprises have not yet received 4.2 billion forints owed to them for winter supply provisions, raising questions about whether sufficient harvested firewood will be available for the upcoming season.
