At the II Ibero-American Ministerial Conference in Alicante, Julián Garde, president of the Conference of Rectors of Spanish Universities (CRUE), advocated for strengthened cooperation to promote academic mobility and the recognition of studies. Garde called for the consolidation of the ‘Ibero-American Knowledge Space’ and noted that administrative complications in Spanish immigration regulations for non-EU doctoral students could hinder mobility goals. Following these discussions, Ibero-American nations approved the Ibero-American Charter of Academic Mobility. This agreement is designed to reduce administrative obstacles regarding student exchanges, transcript transfers, and double degrees, while promoting the presumption of equivalence for titles from recognized institutions. In a separate development, Spain and Chile signed a joint declaration of university cooperation in Tenerife. Representatives from CRUE and the Council of Rectors of Chilean Universities (CRUCH) committed to sharing research networks and knowledge to address global social, technological, and economic changes. ## Timeline ### 2026-10-21: Ibero-American nations approve academic mobility and scientific cooperation agreements Ibero-American nations have approved new agreements to facilitate academic mobility and degree recognition, alongside a specific cooperation pact between Spanish and Chilean universities. 5 sources. https://clstr.news/cluster/ibero-american-nations-approve-academic-mobility-and-scientific-cooperation-agreements ### 2026-10-20: University leaders call for increased Ibero-American cooperation University leaders are calling for enhanced Ibero-American academic mobility and shared cooperation, while regional authorities in Aragua, Venezuela, launch a new university consultation process. 3 sources. https://clstr.news/cluster/university-leaders-call-for-increased-ibero-american-cooperation --- Cite as: Ibero-American academic and scientific cooperation.
