The Ibiza City Council has implemented several measures to manage animal welfare and combat abandonment. Initially, the municipality launched a public tender for a contract to manage pet collection, veterinary services, and feline colony control at the Sa Coma Animal Protection Center. This contract, valued at up to 1.66 million euros over four years, aims to provide 24/7 emergency care and comply with national laws. Additionally, the government began distributing food to accredited caregivers for community cats.

Following these administrative steps, the council has moved toward enforcement and citizen engagement. The municipality issued a 10,000 euro fine for the abandonment of a dog, marking the 12th such sanction in recent years. To further promote responsible ownership, the council removed adoption fees and introduced an anonymous reporting feature for animal rights violations via the ‘Línea Verde’ mobile application. Officials also established a formal legal process at the Sa Coma center for citizens to renounce pets to prevent illegal abandonment.

Recent enforcement efforts have expanded to address broader municipal incivility. Under the ‘Eivissa és casa teua, no l’embrutis’ campaign, the Local Police have intensified controls on waste management and irresponsible pet ownership. Between January 1 and August 8, 2026, authorities recorded 24 complaints regarding pet-related infractions, such as failing to clean up excrement or allowing animals to roam freely. Additionally, police intervened in 224 animal-related incidents, including noise disturbances and reports of lost or abandoned animals. Fines for these specific violations can reach up to 3,000 euros.
