The International Monetary Fund (IMF) has advised governments to prioritize targeted, temporary income support over broad-based subsidies to protect vulnerable households during cost-of-living crises. According to IMF analysis, consumer subsidies can require three to six times more fiscal resources than targeted cash transfers, while producer subsidies may require 14 to 22 times more resources.

Applying these principles to Nigeria, the IMF advised the government to implement targeted financial assistance for vulnerable households instead of reinstating universal petrol subsidies, noting that broad fuel subsidies are fiscally expensive and often benefit wealthier consumers. This follows projections that Nigeria’s federal interest payments could consume approximately 53.7% of federal revenue in 2026.

In October 2026, Nigeria’s Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, reaffirmed that the government will not restore fuel subsidies or return to a multiple foreign exchange rate system. Speaking at the IMF and World Bank annual meetings in Bangkok, Oyedele addressed investor concerns regarding economic stability ahead of the 2027 elections.

He clarified that a recent 30-day retail margin discount by the Nigerian National Petroleum Company Limited (NNPC) is a “temporary commercial measure” intended to support citizens, rather than a public-funded subsidy. Oyedele argued that reversing current reforms could trigger investor flight. Despite ongoing cost-of-living pressures, the government reported 4.4 percent economic growth in the second quarter of 2026, with foreign reserves exceeding $35 billion.
