Incheon’s bus semi-public system is under scrutiny as annual financial support is projected to exceed 311.8 billion won for the first time. Critics, including Incheon City Council member Jeon Jae-un, have raised concerns that private equity funds are exploiting the system to secure massive dividends while public oversight remains ineffective.

Data shows that nine bus companies owned by private equity funds received approximately 382.1 billion won in subsidies over the last five years, representing roughly 30% of total support. Despite regulations regarding dividend limits and share transfers, no administrative actions have been taken against these funds in the past six years. 

In response, council members are calling for stricter dividend restrictions and a pre-screening system for capital entry to prevent the leakage of taxpayer funds before fund maturities in 2027.
