The Indonesian Ulema Council (MUI) has issued religious guidelines and rulings regarding upcoming Independence Day celebrations. The council declared that cross-dressing—specifically men wearing women’s clothing and women wearing men’s clothing—is “haram” (forbidden) under Islamic law. Officials stated these restrictions aim to prevent the promotion of the “Lesbian, Gay, Sodomy and Obscenity (LGSP)” movement through public parades and carnivals.

In addition to the ban on cross-dressing, the MUI provided administrative guidance for event organizers. They urged committees to ensure parade routes do not obstruct public roads and warned that using participant registration fees to fund prizes is prohibited, as it is categorized as gambling (qimar). 

The council’s stance follows a 2025 presidential regulation that classified the promotion of LGBTQ culture as a non-military threat to national defense.
