A modernization project for a 6-kilometer section connecting Węgierska Górka, Cisiec, and Milówka has faced significant delays. A 2.4-kilometer stretch has remained in a milled state since March, resulting in increased potholes and uneven surfaces. Officials attributed these delays to changes in construction management and requests to alter technology, such as using stabilization instead of standard subgrade replacement. Parallel to infrastructure issues, local councilors have raised alarms regarding the environmental impact of heavy vehicle traffic. Formal requests have been submitted to the Chief Inspector of Environmental Protection to address exhaust emissions, noise pollution, and the occurrence of summer smog. In response, the District Road Authority has announced plans to conduct measurements and analyses to assess pollution levels on roads managed by regional and national institutions. ## Timeline ### 2026-10-19: Żywiec officials raise alarms over traffic and summer smog Councilors in Żywiec have alerted environmental authorities to rising traffic congestion, noise, and the threat of summer smog caused by vehicle emissions. 2 sources. https://clstr.news/cluster/ywiec-officials-raise-alarms-over-traffic-and-summer-smog ### 2026-10-15: Żywiec County road modernization faces delays and surface deterioration Drivers in Żywiec County are facing deteriorating road conditions on the Cisiec–Milówka route due to delays in a 13.7 million PLN modernization project involving technology changes and documentation issues. 2 sources. https://clstr.news/cluster/ywiec-county-road-modernization-faces-delays-and-surface-deterioration --- Cite as: Infrastructure and environmental issues in Żywiec County.
