Iranian education officials have announced plans for the return to in-person learning for the upcoming academic year across both higher education and primary schooling.

Minister of Science, Research and Technology Hossein Simayi Saraf stated that while universities will conduct classes in person, the academic year will face a delayed start. This delay is due to the national university entrance exam (Konkur) results being scheduled for release in late October or early November. However, Reza Mohammadi, head of the National Organization for Educational Testing, later clarified that initial results are expected in early October, noting a delay caused by holdups in receiving academic records from the Ministry of Education. The completion of associate and non-continuous bachelor's degree exams marks the end of the five-stage entrance process.

Separately, Minister of Education Alireza Kazemi announced that schools are prepared for 100 percent in-person instruction starting October 1. To support this, the government is implementing approximately 2,300 infrastructure projects involving 13,000 classrooms to standardize and modernize educational spaces. During provincial visits, Kazemi highlighted the development of sports and extracurricular facilities, including student swimming pools, to enhance educational quality and strengthen national and religious identity.

Despite these preparations, Kazemi expressed concern regarding the increasing frequency of school closures. He cited air pollution, energy imbalances, diseases, and wartime conditions as primary drivers for disruptions, noting that the ministry is seeking to revise decision-making processes to mitigate impacts on educational continuity and social equity.
