Diplomatic relations between Iran and Iraq have recently fluctuated between symbolic disagreement and assertions of strategic unity. 

A dispute emerged between the speakers of the Iranian and Iraqi parliaments regarding the naming of the body of water between Iran and the Arabian Peninsula. Iranian Parliament Speaker Mohammad Bagher Ghalibaf shared a map labeled ‘Persian Gulf’, prompting Iraqi Parliament Speaker Mohammed al-Halbousi to respond with an image using the label ‘Arabian Gulf’. This disagreement occurred alongside discussions regarding security, economic files, and Iraqi oil exports through the Strait of Hormuz.

Following this friction, Ghalibaf characterized the relationship as an ‘unbreakable’ alliance during a visit to Najaf. He emphasized shared religious and cultural foundations, asserting that both nations would stand together against external pressures from the United States and Israel. Ghalibaf also highlighted historical military cooperation against ISIS and stated that while Iran does not seek war, diplomacy requires a readiness for conflict.

Tensions have escalated following threats from the United States to impose what Treasury Secretary Scott Bessent described as the “toughest sanctions ever imposed on Iran.” This follows warnings from President Donald Trump regarding economic consequences for nations providing a “lifeline” to Tehran. 

Speaking from Iraq, Ghalibaf characterized the American strategy as a shift from military to “economic and cognitive war.” He urged Iranian and Iraqi business leaders to develop plans to bypass financial blockades, such as using local currencies for transactions. Concurrently, Iranian military officials, including Major General Ali Abdollahi, have promised “crushing, punishing and devastating responses” across multiple domains. In Iraq, officials have sought special permission from Iran to export oil through the Strait of Hormuz amid regional instability and maritime restrictions.
