Following several years of high immigration, the Irish government has moved to tighten naturalisation and citizenship requirements. Initial proposals introduced by Minister of State for Migration Colm Brophy suggested increasing the required residence period from five years to approximately eight years, alongside new English language tests and financial self-sufficiency requirements.

These proposals have evolved into the Irish Nationality and Citizenship (Amendment) Bill 2026. Under the legislation presented by Justice Minister Jim O'Callaghan, applicants must demonstrate two years of continuous residence immediately prior to applying, plus six years within the preceding decade. The bill mandates proficiency tests in English, Irish, or Irish Sign Language, as well as a civics test regarding the Irish Constitution.

Further restrictions include increased marriage or partnership duration requirements for spouses of Irish citizens, moving from three to five years. The bill also allows for the revocation of citizenship on grounds of national security or public order and may bar applicants who have relied on social welfare or housing supports during the naturalisation process.
