Opposition to the reform has emerged from industrial sectors, specifically Unindustria Calabria. Fortunato Rizzo, president of Small Industry at Unindustria Calabria, warned that raising the size threshold for artisan enterprises to up to 49 employees could create unfair competition by applying artisan-specific contributory and contractual regimes to larger companies. Rizzo noted that Calabria is particularly vulnerable due to its fragmented economy, where the average company size is 4.9 employees. Additionally, concerns have been raised regarding a potential fiscal impact exceeding one billion euros annually and the implications for collective bargaining agreements involving up to 1.8 million workers.
