However, the Italian penal system is currently facing a severe crisis characterized by extreme overcrowding and high mortality rates. In Campania, regional Guarantor Samuele Ciambriello has signed an appeal for a ‘responsible pardon,’ supported by jurists and the Italian Episcopal Conference, to address a structural emergency. Currently, 65,900 detainees are held despite only 46,358 available spaces, a situation described as a ‘daily tragedy’ following 55 suicides and 196 deaths recorded since the start of the year.
