The Italian government and regional Chambers of Commerce have introduced funding initiatives to support small and medium-sized enterprises (SMEs) in digital and ecological innovation. The “Voucher Doppia Transizione” programme initially allocated €150 million to help firms adopt technologies such as artificial intelligence, cloud computing, and cybersecurity, with individual grants ranging from €8,000 to €10,000.

Building on these efforts, the Ministry of Enterprises and Made in Italy (MIMIT) has launched the “Cloud & Cybersecurity Voucher” program. This initiative allocates €150 million to support SMEs, self-employed workers, and freelancers operating in Italy. The program provides non-repayable grants covering up to 50% of eligible expenses, with a maximum contribution of €20,000 per recipient and a minimum required investment of €4,000. To qualify, investments must represent a technological improvement over existing systems and may include solutions for cybersecurity, cloud services, management software, productivity tools, and artificial intelligence. Applicants must also maintain a connectivity contract with a minimum download speed of 30 Mbps. Applications are scheduled to be accepted from November 10, 2026, to January 20, 2027, subject to fund availability.

MIMIT is also driving innovation through the “Smart&Start Italia” program, managed by Invitalia. This program supports innovative startups and has facilitated the collection of €65.8 million in private venture capital over the last four years. A key feature is a debt conversion mechanism, allowing startups to convert a portion of subsidized loans into non-repayable grants upon attracting private investment. As of August 31, 2026, 85 operations have been approved, with 61 involving third-party investors such as Business Angels and Family Offices.
