Italian law enforcement agencies have conducted various operations to enforce road safety and traffic regulations across different regions. As early as 2027, motorists may be required to use a certified electronic mail address (PEC) for administrative tasks, including vehicle inspections, registrations, ownership transfers, and reporting thefts. This requirement would be linked to a national index of digital domiciles.

The reform also introduces stricter penalties to combat driving distractions, which Istat identifies as a cause for nearly one in six accidents in Italy. Proposed sanctions target the use of smartphones, tablets, laptops, and headphones, as well as interactions with modern onboard electronic systems. Other measures include harsher penalties for driving under the influence and illegal parking in disabled spaces. To address trucking labor shortages, the proposal suggests allowing C1 license acquisition at age 17, while also seeking stricter regulation for electric scooters. Some legal experts have expressed concerns regarding the impact on individual liberties due to increased digital monitoring and mandatory digital domiciles.
