In early August 2026, Italy advanced its digitisation push. On 2 August, the Senate’s Finance Commission approved a binding opinion on the Omnibus decree (Law No. 430) that makes electronic receipts a consumer right. This obliges retailers to issue e-receipts by email upon request and requires upgrades to cash-register systems to include secure signatures and digital archiving. Concurrently, the “Cassetto fiscale” portal was expanded, allowing taxpayers to view electronically signed tax documents, such as liquidation notices and registration tax assessments, online via SPID, CIE, or CNS.

On 5 August, the government activated the IT Wallet, a digital-document platform embedded in the IO app. Managed by PagoPA S.p.A. with electronic attestations issued by the Istituto Poligrafico e Zecca dello Stato (IPZS), the service allows citizens to store licences and health cards on smartphones. A decree made the IT Wallet compulsory for all public administrations, which must register as “authentic sources” by 3 August 2027 and can begin issuing attestations from 3 February 2028. While adoption is optional for individuals, the service is free for basic use.

By mid-August, the IT Wallet began transitioning into a national digital trust infrastructure. This shift extends beyond public administration to include banks, financial intermediaries, and utility providers. Moving from document-based logic to verifiable credentials, the system allows customers to present certified attributes directly from the source. This evolution is expected to impact onboarding, Know Your Customer (KYC) processes, and fraud prevention. AgID remains responsible for registration and supervision, while IPZS manages the IT-Wallet Registry and electronic identification.
