In late July 2026 Italy’s communications regulator AGCOM moved the responsible‑gambling communication guidelines from consultation to formal adoption. On 24 July, AGCOM placed the draft guidelines—developed under the 2024 online‑gambling overhaul—on its agenda after a thirty‑day public consultation that gathered input from operators, media groups, trade bodies and NGOs. The draft aimed to base campaigns on scientific evidence, promote tools such as self‑exclusion and spending limits, and ban the use of attractive messages, jackpots, bonuses, brand logos, testimonials or influencers that could function as indirect advertising.

Five days later, on 29 July, AGCOM approved an integrative act that tightened those restrictions. The new rules forbid any direct or indirect promotion of gambling, bonuses, jackpots or prizes, require messages to focus on prevention and protection tools, and bar the use of testimonials and brand references. Concurrently, Minister Bordignon called for expanded family‑focused anti‑gambling measures, the re‑establishment of a national gambling‑disorder observatory, a dedicated prevention fund, stronger regional and municipal roles, youth‑education programmes and impact assessments, highlighting the sharp rise in gambling turnover and urging health and family wellbeing to take precedence over fiscal revenue.

On 3 August, the Agenzia delle Dogane e dei Monopoli (ADM) announced that, from 10 September, a new online portal will allow players to lodge complaints against online gambling operators. The system enforces EU‑mandated response times of 72 hours and will monitor operator compliance. The portal was introduced as offshore, non‑AAMS casinos—licensed in jurisdictions such as Malta, Curaçao and Gibraltar—have attracted Italian players with larger bonuses and flexible payment options, creating disputes outside the reach of Italy’s regulatory authority.
