The Japanese government has finalized a national action plan to counter CBRNE terrorism, addressing threats involving chemical, biological, radiological, nuclear, and explosive materials. The strategy includes forming an expert advisory panel and an inter-agency committee to analyze intelligence on emerging threats like drones and artificial intelligence. It also focuses on improving medical response through better stockpiling and information sharing between police and healthcare providers.

Regarding nuclear security, the Nuclear Regulation Authority has officially decided to amend rules to extend the deadline for installing ‘terror countermeasure facilities’ at nuclear power plants. These facilities, including emergency control rooms, water pumps, and power sources, are designed to prevent reactor containment damage during terrorist attacks or large aircraft collisions.

Previously, a five-year grace period for installation was calculated from the 2013 implementation of new regulatory standards. The new amendment shifts the starting point for this period to the commencement of commercial operations, effectively pushing back construction deadlines. This decision follows requests from industry groups, such as the Nuclear Energy Council (ATENA) and Tohoku Electric Power, citing construction labor shortages.

In response, the environmental NGO FoE Japan and the Citizens' Association for Monitoring Nuclear Regulation have issued a joint protest. They argue the amendment prioritizes operator convenience over resident safety and undermines lessons from the Fukushima Daiichi accident by allowing plants to operate longer without completed safety facilities.
