Japan is advancing its offshore wind energy capabilities through various research, development, and manufacturing initiatives supported by the New Energy and Industrial Technology Development Organization (NEDO).

Initial efforts focused on selecting five R&D themes to reduce the costs of floating offshore wind power systems. These projects aim to develop technologies tailored to Japan’s specific oceanographic conditions, such as hybrid Tension Leg Platform (TLP) structures and modular floating technologies. For instance, Obayashi Corporation and Eurus Energy Holdings are working to verify a TLP-type hybrid structure intended to reduce construction costs by 25% and improve efficiency.

Subsequent developments have expanded into modular structural design and domestic manufacturing. A consortium including JFE Engineering and Shimizu Corporation was selected by NEDO to develop modular floating wind turbine structures using pin-connection and grout-joining technologies to strengthen the domestic supply chain. Additionally, JFE Engineering completed Japan’s first domestically produced monopile, an 80-meter foundation structure destined for offshore wind projects in Akita Prefecture.
