Several Japanese municipalities are implementing measures to shorten city hall service hours to promote work-style reforms and encourage the adoption of digital services. These initiatives aim to reduce administrative costs, alleviate staff workload related to overtime, and transition residents toward online applications and convenience store document issuance.

In Zentsuji, service hours will shift to 9:00–16:00 starting October 1. In Fukuoka Prefecture, Chikugo is beginning a one-year trial in October, while Omuta plans a trial starting in January 2027 to reduce annual costs by approximately 30 million yen.

In Osaka Prefecture, Osakasayama City will trial reduced hours from 9:00–16:30 starting November 2, with potential full implementation in May 2027. Tondabayashi City has already implemented a similar change. Additionally, Nanao City plans to shorten its service window to 9:00–16:30 starting with a trial in January 2025, noting a significant rise in residents using convenience stores for certificate issuance.

Furthering this trend, Zenkoji City will reduce office hours to 9:00–16:00 starting October 1 to improve service quality through expanded online applications and reservation systems. In Fukui Prefecture, Tsuruga City has announced it will shorten its service window to 9:00–4:45 starting December 1, noting that approximately 90 percent of visitors currently arrive during the proposed new hours. While physical windows will close earlier in Tsuruga, telephone support will remain available during standard hours. This follows similar changes previously implemented by Minamiechizen Town.
