In Kyoto City, the Board of Education announced that 441 candidates were offered positions out of 1,457 applicants for 450 available roles. This selection process utilized a revised second stage that replaced group discussions with individual interviews. 

Broader regional reports indicate ongoing difficulties. In Ehime Prefecture, 483 candidates passed the first-term second stage, nearly meeting a recruitment target of approximately 488 people. However, in Kyoto, the prefectural passing ratio of 2.5 ties a historical low recorded since 1995. While Kyoto City’s passing ratio was slightly higher at 3.1, the total number of successful candidates remained below the city’s planned recruitment quota.
