Sources: 4. Developments: 2. Several universities in Jiangsu province, including Yangzhou University, Nantong University, and Jiangsu Normal University, have announced plans to transition staff salary and bonus payments to digital yuan (e-CNY) wallets starting in November 2026. This initiative follows directives from the Jiangsu Provincial Department of Finance. Proponents of the move emphasize increased efficiency through real-time transfers that bypass traditional banking chains, as well as improved financial management and auditing capabilities. The system allows users to transfer funds back to traditional bank cards without charge and integrates with existing platforms like WeChat and Alipay. Currently, foreign staff are not required to participate as they are unable to open the necessary wallets. The implementation has prompted debate regarding privacy and state surveillance. While the central bank views the digital yuan as a tool for modernizing the monetary framework, critics and analysts suggest the centralized nature of the currency could allow authorities to track fund flows in real time, potentially facilitating tighter control over individual spending and capital movement. ## Timeline ### 2026-10-28: Jiangsu universities implement digital yuan for salary payments Universities in Jiangsu, China, are transitioning to digital yuan for staff salaries, a move praised for efficiency but criticized by experts for enabling enhanced state surveillance of fund flows. 2 sources. https://clstr.news/cluster/jiangsu-universities-implement-digital-yuan-for-salary-payments ### 2026-10-26: Chinese universities in Jiangsu to issue salaries via digital yuan Universities in Jiangsu, China, will begin paying staff salaries via digital yuan wallets starting in November 2026, following provincial government directives. 3 sources. https://clstr.news/cluster/chinese-universities-in-jiangsu-to-issue-salaries-via-digital-yuan --- Cite as: Jiangsu universities digital yuan salary pilot.
