Developments: 2. Kalisto Lado, the Caretaker Commissioner of Juba County, issued a directive restricting foreign nationals from engaging in small-scale retail trade to prioritize economic opportunities for South Sudanese citizens. The directive specifically targets activities such as selling food items, operating charcoal stalls, and providing transport via commercial motorcycles. Lado clarified that foreign nationals, including those from Kenya, Somalia, Ethiopia, Eritrea, and Uganda, are encouraged to focus on wholesale trade, manufacturing, and large-scale investments rather than competing in the retail sector. He denied reports that he had the authority to deport foreigners, stating that such power belongs to the Ministry of Foreign Affairs. Critics have raised concerns that these measures may violate the Treaty for the Establishment of the East African Community, which South Sudan ratified in 2016. Opponents argue the policy could conflict with regional protocols regarding the free movement of persons and non-discrimination against citizens of partner states. ## Timeline ### 2026-10-08: Juba County restricts foreign nationals from small-scale retail trade Juba County authorities have restricted foreign nationals from small-scale retail trade, such as selling produce and operating motorcycle transport, to prioritize opportunities for South Sudanese citizens. 2 sources. https://clstr.news/cluster/juba-county-restricts-foreign-nationals-from-small-scale-retail-trade ### 2026-10-06: Juba County Commissioner restricts foreign retail business Juba County Commissioner Kalisto Lado has directed foreign nationals to focus on wholesale trade rather than retail businesses, aiming to protect economic opportunities for South Sudanese citizens. 4 sources. https://clstr.news/cluster/juba-county-commissioner-restricts-foreign-retail-business --- Cite as: Juba County retail trade restrictions.
