Prior to his flight, Chang was observed meeting with parliamentary assistant Chen Chun-wei to hand over a suspicious item; Chen was questioned on suspicion of concealing a criminal and damaging public property.

As the investigation progresses, scrutiny has shifted toward political financing. Commentators are calling for probes into the financial flows of the offices of legislators Kao Chin-su-mei and Fu Kun-chi, following separate allegations regarding the ‘Grooming Set’ case involving suspected Chinese-sourced campaign funds.
