Kenya has initiated the development of a new long-term national development blueprint to succeed the current Vision 2030. President William Ruto launched a national dialogue to create a framework extending to the year 2060, designed to address modern challenges such as artificial intelligence, technological shifts, and climate change.

The planning process aims to be inclusive, seeking input from citizens, experts, and the private sector across all 47 counties. The proposed framework, referred to as the ‘Beyond Vision 2030 Economic Transformation Plan’, will cover sectors including industrialization, energy, infrastructure, and human capital.

Alongside this policy shift, the government is pursuing various financial strategies to manage public debt and fund development. These include plans to issue an $815 million Eurobond and $500 million in Samurai bonds. Additionally, the Finance Ministry confirmed a $1 billion debt-for-food security swap with the U.S. International Development Finance Corporation.
