Khanh Hoa province has initiated strategies to advance science, technology, and education through the recruitment of high-quality human resources. The provincial People's Council approved a resolution to attract specialists in fields including marine science, information technology, semiconductors, and nuclear physics. 

To incentivize these professionals, the province offers one-time support payments ranging from 250 million VND for bachelor’s degree holders to 1.5 billion VND for professors, alongside potential supplemental income equal to current salaries for five years. 

Parallel to talent recruitment, the province is developing an innovation and startup ecosystem for the 2026-2030 period. Efforts to improve educational infrastructure also include the opening of the Pi Nang Tac boarding school for ethnic minority students, following an 83.6 billion VND investment.
