Kosovo has initiated formal efforts to join the Adriatic Charter to enhance regional security and interoperability. During an Adriatic Charter A5 conference in Zadar, Croatia, Lieutenant General Bashkim Jashari, Commander of the Kosovo Security Force (KSF), officially requested full membership. The request followed discussions with international military leaders, including U.S. European Command Commander General Alexus G. Grynkewich, regarding strategic support and defense capacity building.

Following this military request, Albanian Minister of Europe and Foreign Affairs Ferit Hoxha expressed diplomatic support for Kosovo’s membership during the UN General Assembly. Hoxha argued that integrating Kosovo into the Charter is essential for addressing modern security challenges, such as cyber threats and energy security, and noted that the application has been pending for a significant period.

During the 81st UN General Assembly High-Level Week, Kosovo’s Deputy Prime Minister and Foreign Minister Glauk Konjufca escalated these efforts by calling for the expansion of the charter from A5 to A6 to include Kosovo as a full member. Konjufca argued that expansion is necessary for regional resilience and accountability, citing the terrorist attack in Banjska and the 2024 attack on the Ibër-Lepenc canal as evidence of the need to protect critical infrastructure against sabotage, cyber, and hybrid threats.

Albanian Foreign Minister Ferit Hoxha reiterated his support for strengthening the Charter, describing it as a “vital pillar of regional security and Euro-Atlantic cooperation.” Hoxha emphasized that Kosovo’s membership would enhance regional cohesion and the collective ability to address challenges such as energy security and foreign information manipulation.
