Norwegian telecommunications company Telenor is facing significant legal challenges regarding its former operations in Myanmar following the 2021 military coup.

Initially, the Police Security Service (PST) and the National Criminal Investigation Service (Kripos) formally charged the company with complicity in crimes against humanity and violating sanctions law. Investigators allege that between the coup and the sale of Telenor Myanmar in March 2022, the company provided historical customer traffic data to the military regime, which may have been used to target political opponents. Authorities also investigated whether the sale of the subsidiary included unauthorized sanctioned surveillance equipment. This led to a raid on Telenor’s headquarters near Oslo.

Subsequently, the Asker and Bærum District Court ruled that a class action lawsuit against Telenor may proceed. Filed by the Swedish non-profit Justice and Accountability Initiative (JAI) on behalf of at least 1,253 Myanmar customers, the suit seeks approximately 130 million NOK in damages. The plaintiffs link the sharing of sensitive data to human rights violations, including the imprisonment and execution of dissidents.

Telenor has denied liability, stating that employees were placed in an “impossible situation” where they faced risks of “imprisonment, torture, or death” if they did not comply with the military junta’s orders.
