# Legal proceedings against former Syrian officials

The Vienna Regional Court convicted former Syrian regime officials Khaled Al H. and former Raqqa criminal-police chief Mussab Abou R. for the state-organized, systematic torture of 21 civilians. Both received eight-year prison sentences for crimes committed in Raqqa.

While Khaled Al H. remained in custody, Mussab Abou R. was released pending appeal after the Higher Regional Court (OLG Wien) determined he posed no flight risk. Following reports that he had left Austria to return to Syria, the Syrian government’s Internal Security Forces announced his arrest in the Daraa province. The Syrian authorities stated the detention was part of “ongoing security operations to prosecute those involved in terrorism cases and take the necessary legal action against them.”

In response to his return to Syria, Tatiana Urdaneta Wittek, a lawyer representing the victims, had applied for an international arrest warrant. 

According to the Syrian state news agency SANA, Abu Rukbu served in the criminal and political security departments under the Assad regime. Following his detention, he is expected to face trial in Syria to receive what authorities describe as a “just punishment.” The Viennese court had previously found him guilty of causing serious bodily harm, aggravated coercion, and sexual coercion, and ordered the payment of 130,000 euros in compensation to victims.
