Liberian officials have initiated a push to shift the nation away from a reliance on raw mineral exports toward a model of domestic industrialization and strategic resource management.

At the Africa Minerals Policy Forum, Vice President Jeremiah Kpan Koung advocated for a coordinated continental strategy to transform mineral wealth into local manufacturing and infrastructure. He identified key priorities including local mineral processing, strengthened regulatory institutions, and fair investment partnerships to ensure economic value remains within Africa.

Following these calls for reform, President Joseph Boakai announced specific domestic mandates during the Liberia International Mining and Energy Conference and Expo. The Liberian government will require gold extracted within the country to undergo primary and secondary refining at licensed domestic facilities before export, with plans to establish a processing facility within two years. To manage these resources, the administration unveiled plans for a sovereign wealth fund to invest mineral revenues into diversified assets and the creation of a state mining company to take equity stakes in projects. These reforms have received expressions of support from the United States and China.

At the second Liberia International Mining and Energy Conference and Expo, stakeholders raised concerns regarding the marginalization of local businesses and grassroots miners. GeoMining & Environmental Consultancy Inc., a 100% Liberian-owned firm, called for greater indigenous participation to ensure domestic enterprises are not sidelined by foreign investment. While Mines and Energy Minister R. Matenokay Tingban emphasized the importance of moving toward domestic processing, local gold miners expressed concerns that the proposed reforms may not adequately represent their interests or livelihoods.
