The group traveled through Poltava, Kharkiv, Kyiv, and the Chernihiv region to inspect damaged residential buildings, evaluate reconstruction efforts, and visit underground schools and hospitals. In Kharkiv, officials met with Mayor Ihor Terekhov to discuss infrastructure recovery, such as road repairs and heating supplies, and inspected border fortifications near Belarus. Following these visits, Ukraine has sought expanded European assistance for municipal needs, specifically requesting buses and generators through the Council of Europe. Minister Vitaliy Bezgin highlighted that transport needs are intensifying, noting that Kherson loses roughly two municipal vehicles daily due to attacks. Existing regional support models involve specific European nations assisting particular Ukrainian regions, such as Estonia supporting Zhytomyr and Denmark supporting Mykolaiv. Ukraine is now looking to strengthen partnerships with the Czech Republic, Slovakia, and Austria to support eastern regions, offering expertise in defense technologies and territorial management in exchange for logistical aid. ## Timeline ### 2026-10-29: Ukraine seeks European aid for municipal transport and generators Ukraine is seeking European aid, including buses and generators, for war-affected municipalities, proposing regional partnerships in exchange for expertise in defense technology and territorial management. 2 sources. https://clstr.news/cluster/ukraine-seeks-european-aid-for-municipal-transport-and-generators ### 2026-10-12: Lithuanian municipal leaders visit war-affected regions in Ukraine Lithuanian municipal leaders visited Kharkiv, Kyiv, and Chernihiv to inspect war-damaged infrastructure, meet with local officials, and discuss public service continuity and reconstruction efforts. 2 sources. https://clstr.news/cluster/lithuanian-municipal-leaders-visit-war-affected-regions-in-ukraine --- Cite as: Lithuanian and European municipal support for Ukraine.
