Lithuania is implementing changes to its electricity market to protect vulnerable consumers, including people with disabilities, seniors, and those receiving social assistance. 

Initially, the State Energy Regulatory Council (VERT) assured these users that the termination of independent-supplier contracts would not interrupt power delivery. These consumers were slated to be automatically switched to a public supply managed by Ignitis, which offers lower tariffs. During this period, wholesale prices saw a significant weekly drop of approximately 25%, while fixed-price plans remained relatively stable.

By August 2026, the transition process evolved to include a ‘silent consent’ model. Under this system, if a public supply price is at least 1 ct/kWh lower than an independent provider, the provider must notify the consumer. If the consumer does not respond, they are automatically switched to the lower public supply rate. Eligible individuals may access a ‘Standard’ single-zone tariff of 20 ct/kWh, which is 4 ct/kWh lower than the standard public supply rate, potentially saving users between 3 and 9 euros per month.
