Lithuania is implementing legislative reforms to enhance and integrate its healthcare and social service systems.

In late August 2026, Minister of Health Linas Kukuraitis signed amendments to expand intensive care capabilities within district hospitals. The reform introduces territorial intensive care units and simplified technological requirements for regional facilities, such as those in Biržai and Kretinga. This model emphasizes cooperation between district hospitals and major university centers to facilitate patient stabilization and transfer.

Following this, the government announced plans for a new Long-term Care Services Act. Led by the Ministry of Social Security and Labour and the Ministry of Health, this initiative aims to integrate social and health care through a ‘one-stop shop’ principle. The goal is to provide coordinated assistance for an aging population based on individual needs rather than institutional boundaries, reducing bureaucracy and service duplication.
