Lithuania has initiated efforts to improve housing accessibility through both long-term strategic planning and immediate financial incentives.

Minister of Environment Ieva Andriulaitytė announced a long-term strategy to address housing supply, affordability, and quality. This plan targets middle-to-low income earners, vulnerable households, and residents in energy-inefficient homes. The strategy seeks to increase municipal involvement to create a housing segment between social housing and market-rate rentals.

Complementing these strategic goals, the Ministry of Social Security and Labour announced a 6 million euro incentive program specifically for young families purchasing their first homes in regional areas. Eligible applicants must meet specific age and property ownership criteria, with property values capped at 120,000 euros.

Expanding on these welfare efforts, the Ministry of Social Security and Labour (SADM) has introduced a broader social security package aimed at strengthening family and child welfare. This comprehensive proposal, which could increase public spending by nearly 800 million euros, includes a 110 million euro childcare and employment basket to compensate for services such as camps and extended groups for children up to 12 years old. The package also proposes a targeted annual compensation of approximately 385 euros per family for child-related needs.

Regarding housing, the Ministry plans to reform the support system to prioritize the most vulnerable families and establish minimum quality standards for social housing. Additionally, applications for the previously announced 6 million euro housing subsidies for young families in regional areas are scheduled to open on September 14.
