Municipalities in Croatia and Montenegro are implementing various local relief and urban development initiatives.

In Mursko Središće, Croatia, the local administration has launched a program to address housing shortages by encouraging citizens to register available rental properties. The city has also approved a contract for a green urban renewal strategy and authorized the use of a school sports hall for community events.

In Podgorica, Montenegro, officials are considering a proposal to grant property tax relief to residents impacted by fires or natural disasters. If passed, the measure would allow owners of properties with significant damage or loss of market value to receive partial or full tax exemptions for two years, contingent upon official damage assessment reports.

Additionally, Podgorica’s Secretariat for Spatial Planning and Sustainable Development is managing a large-scale legalization process for illegal structures. As of September 14, the department has processed 81 cases, with 4,679 requests currently under review. This workload includes 2,869 cases from the 2017–August 2025 period that were previously halted, alongside 1,810 new requests following the implementation of the new Law on Legalization of Illegal Objects.

To expedite these proceedings, the Secretariat has established 14 field commissions to conduct inspections and verify site conditions. While the number of resolved cases remains low, officials expect an increase as procedures conclude. The deadline for registering these objects in the real estate cadastre has been extended to August 14 of next year.
