Malaysia is implementing reforms to its maritime sector to establish itself as a major Asia-Pacific bunkering hub by 2030. A central component of this strategy is the centralization of bunkering permit approvals. Starting February 1, 2027, the Ministry of Transport will serve as the lead agency, utilizing a ‘single window’ system designed to reduce approval timelines from several months to a few weeks.

In conjunction with these administrative reforms, the government has introduced a Green Bunkering Regulatory Roadmap, developed in partnership with Australia’s Partnerships for Infrastructure programme. This roadmap provides strategic direction for Malaysia’s seven federal ports, focusing on institutional reform, digital licensing, and safety frameworks for alternative fuels such as methanol, ammonia, and liquefied natural gas (LNG). The initiative aims to align with International Maritime Organization targets for carbon intensity reduction and net-zero emissions by 2050.
