Malta has expressed significant concerns regarding the European Union’s Emissions Trading System (ETS) for maritime transport, warning of “serious competition distortions and leakages.” The Malta Maritime Forum (MMF) cautioned that the current regulations could threaten the nation’s maritime connectivity and broader economy by incentivizing transhipment operations to move to ports outside the EU.

To mitigate these risks, Maltese Labour MEPs proposed amendments to the EU ETS, such as adjusting how obligations are calculated for island states and extending derogations for small island connections until 2040.

Building on these concerns, Malta joined other EU member states in calling for a revision of the ETS during an EU Environment Council meeting. Environment Minister Miriam Dalli emphasized the necessity of a predictable system that accounts for national specificities, particularly for nations heavily reliant on maritime and aviation sectors, to prevent traffic from shifting to non-EU countries.
