Mexico, Guatemala, and Belize are expanding regional environmental and strategic cooperation through various bilateral and multilateral initiatives.

Mexico and Guatemala have formalized a ten-year bilateral agreement to prevent and combat forest fires. Signed by Guatemala’s National Coordinator for Disaster Reduction (Conred) and Mexico’s National Forestry Commission (Conafor), the memorandum facilitates the exchange of scientific information, technical knowledge, and fire management protocols. The pact includes the transfer of specialists, joint exercises, and mechanisms for mutual assistance during emergencies to mitigate risks driven by rising temperatures and decreasing rainfall.

Beyond environmental management, Mexico and Guatemala have established the ‘Plan Binacional 2027’. This strategic framework, finalized following meetings between Mexican Foreign Secretary Roberto Velasco and Guatemalan Foreign Minister Carlos Ramiro Martínez, focuses on five primary pillars: shared security, border connectivity, dignified human mobility, economic development, and technical and scientific cooperation.

Key components of the 2027 plan include the modernization of border infrastructure, specifically through a joint cargo clearance program between Ciudad Hidalgo and Tecún Umán, and the definition of a railway interconnection route via Line K of the Interoceanic Corridor of the Isthmus of Tehuantepec (CIIT). Security efforts involve a new memorandum of understanding for the Mexico-Guatemala High-Level Security Group (Ganseg) to address transnational threats. Migration initiatives aim to coordinate safe, orderly returns and enhance protections for people in transit. Development projects include expanding the ‘Sembrando Vida’ social program to 10,000 people in Guatemala and pursuing hydroelectric projects on the Usumacinta River.

Simultaneously, the three nations continue to advance the Gran Selva Maya Biocultural Corridor to protect 5.7 million hectares of shared tropical forest.
